About FII, Riyadh
The Future Investment Initiative (FII) is one of the Middle East’s most closely watched annual investment forums held in Riyadh, and hosted by Saudi Arabia’s Public Investment Fund. Since launching in 2017 with around 3,800 attendees from 90 countries, it has drawn heads of state, global investors, and CEOs and has grown over the years to more than 65,000 attendees from 136 nationalities. The scale of growth and the seniority of the people in the room mean that security for attending delegations isn’t optional. With this year’s anniversary edition, the event is expected to draw its largest international audience to date, making security planning more demanding with every edition.
The Brief
CGT Security Services has supported the client, a leading private jet manufacturer, at FII across the past four editions of the event. The brief is consistent but demanding, and entails getting a group safely and efficiently through a week of high-profile appointments and an aircraft static display within one of the most tightly controlled security environments in the region.
The group typically consists of about 20 people, including a leadership team (LT), senior executives, pilots, crew, and technicians. For a private jet manufacturer, FII carries an extra layer of complexity that regular attendees won’t have. There is the leadership delegation and a static aircraft display at the airport, supported by its own aircrew and technical team. This creates two separate operations running simultaneously, in different parts of the city and under different access protocols.
The Security Challenges at FII Riyadh
The operations, while running in parallel, operate on interdependent tracks. We have the leadership team (LT), whose itinerary can change from hour to hour in response to impromptu meetings, and the static display team, who are based at the FBO and manage the private aircraft on display. Both teams require dedicated, coordinated security and transportation that can flex independently while staying connected through a single command structure.
Delivering executive protection in Riyadh during FII presents unique challenges. Access to the event venue and adjoining Ritz-Carlton hotel lies inside a perimeter controlled by the Saudi Royal Guard, where dignitary protection protocols can shift access with little warning. Hence, CGT’s security team is always ready to adapt in real time to ensure the leadership group arrives at the venue on schedule for event openings and client meetings. The operation demands long hours, constant flexibility and continuous adjustment to changing schedules, traffic conditions and Royal movements throughout Riyadh.
For the evening engagements, sometimes VVIP private residence invitations are confirmed at the last minute, which poses an additional challenge, as, where high-ranking Saudi protocol applies, CGT’s team can be held on standby at the outer security cordon, awaiting clearance for an imminent exit and pick-up.
With the FII event, dense traffic and royal motorcade road closures compound the challenges faced, and also coincide with what many Saudis refer to informally as “Riyadh Week”, where a large number of people from outlying areas and cities across Saudi Arabia visit friends and family, adding to the numbers transiting across the city on any given day. That congestion is compounded further by Riyadh’s continued growth as an international business destination. Major city developments, increased visitor numbers and high demand for accommodation and transport during FII place additional pressure on hotels, roads, and logistics. For security teams, early planning and local knowledge are essential. It is no surprise that accommodation and transport arrangements for FII are being booked earlier each year.
Phase 1 – Advance Security Planning in Riyadh
CGT’s security advance party arrive in Riyadh two days ahead of the main group. This period is used to conduct reconnaissance work on the hotels the client’s personnel will use – typically one five-star property close to the FII Conference Centre in Riyadh and a second on the outer ring road in Riyadh for easy airport access – checking reservations, VIP and fast-track arrangements, parking for transportation and briefing hotel security staff directly.
The team also maps primary and alternative routes, hospitals, embassies, meeting venues and emergency contingencies. It works through the FII interim admin process for leadership badging, driver credentials, and access passes.
The advance party meets directly with the transportation company and drivers, allocates vehicles and drivers to specific personnel and roles, inspects vehicles and confirms arrival schedules in detail, and communicates any specific arrangements for VIPs.
Three dedicated WhatsApp admin groups are set up, with every member enrolled in CGT’s phone-tracking app, which is configured and tested by CGT’s 24/7 Global Security Operations Centre (GSOC) in Dubai. The advance team also meets directly with the client’s head of security, who flies in with the close protection team ahead of the wider group.
Phase 2 – Executive Protection & Secure Transport Operations
The full contingent of around 20 people arrives via a mix of commercial flights and private jets over a two-day window ahead of FII. CGT’s secure transportation resources handle meet-and-greet for every arrival, with vehicles allocated and coordinated through two dedicated CGT security teams. One for the leadership team (LT), and one for the static display team. These will operate independently of each other for the most part, but will be monitored 24/7 by the GSOC team in Dubai.
A daily debrief with the client’s head of security and the CGT security personnel reviews the day’s events and sets requirements for the next day, since the leadership team’s itinerary can change hourly, often responding to important impromptu meetings and specific locations based on LT business priorities. The FII teams remain fluid throughout the whole event. The static element operates from the private terminal (FBO) at the international airport, requiring daily transport to and from the terminal, as well as ongoing liaison with FBO ground handling and airside access for the aircraft display.
Daily operational updates were provided to the client’s US-based stakeholders, ensuring complete visibility of personnel movements and operational status. Coordination is carried out by the teams on the ground, with continuous oversight. Debriefs are also conducted daily in preparation for the following day, including any lessons learnt and itinerary changes.
Phase 3 – Departures
From the last day of FII through to the following day, both teams wind down in reverse of the arrival phase. Teams gradually downsize, and the FBO event comes to a close. CGT’s team remains on the ground until every client individual is confirmed airborne from Riyadh, followed by an internal debrief with both the security team and the transportation vendor.
